How do I switch my Garmin workouts to be guided by heart rate (rather than pace)?

This is done by changing the Workout Step Target field (a drop-down list) located under the Garmin Workout Preferences section of your Profile.

There are 4 options:

  1. Speed: All workout steps are guided according to pace.
  2. Heart rate for recovery, otherwise speed: Pace is used for all steps except those following fast steps used as a period of recovery.
  3. Heart rate for slow steps, otherwise speed: In practice this means threshold-type steps and faster use speed, and anything slower are guided by heart rate.
  4. Heart rate: All steps are guided according to heart rate.
